Massachusetts Commercial EV & Charging Incentives
If you run a business or nonprofit, you may qualify for federal, state, and/or utility incentives to purchase electric vehicles for your organization and/or install charging stations for your fleet or for use by your customers and the public. Learn more below!
Incentives to Purchase Electric Vehicles
Federal Commercial Clean Vehicle Tax Credit (45W)

Available to business and to tax-exempt entities via Elective Pay

No limit on the number of credits per entity
- For the purchase of electric vehicles, credit equal to the lesser of 30% of the cost of the electric vehicle or the incremental cost of the vehicle
- Capped at $7,500 for vehicles with a gross vehicle weight rating under 14,000 lbs
- Capped at $40,000 for heavier vehicles
- Credits are nonrefundable, so you can't get back more on the credit than you owe in taxes
- Must meet certain requirements:
- Must be subject to a depreciation allowance, with an exception for vehicles placed in service by a tax-exempt organization and not subject to a lease
- Must be made by a qualified manufacturer (list available online)
- Must be for business use primarily in the US, and primarily on public roads
- Battery capacity must be at least 7 kWh for vehicles under 14,000 lbs and 15 kWh for heavier vehicles
- Also available for fuel-cell vehicles
MOR-EV Rebate for Light-Duty Electric Vehicles
- Available to businesses and non-profit organizations
- $3,500 for the purchase or lease (minimum 36 months) of a new fully battery electric vehicle with a final sales price under $55,000
- Available at the point of sale at participating dealerships or as a post-purchase rebate (apply online within 90 days of purchase)
- Available to MA businesses and nonprofit organizations for purchase or lease (min. 48 months) of fully battery electric medium- and heavy-duty vehicles
- Manufacturers’ suggested retail price must be under $2 million
- You may reserve a voucher in advance of taking delivery
- Amount depends on vehicle class
Incentives for Charging Installation
Federal Alternative Fuel Infrastructure Tax Credit (30C)
- Covers 30% of the cost or 6% in the case of property subject to depreciation, not to exceed $100,000
- Projects that meet prevailing wage and apprenticeship requirements may be eligible to receive the full 30% tax credit, regardless of depreciation status
- Covered expenses do not include permitting or inspection fees
- Includes bidirectional chargers
- Installation must be in a low-income community or in a rural community to qualify; click here to check eligibility
- Available to tax-exempt entities via Elective Pay
MassEVIP Public Access Charging Incentives
- Incentives for property owners/managers to install Level 1 or Level 2 charging on public parking lots
- Covers up to 80% of hardware and installation costs, up to $50,000 per street address
MassEVIP Workplace & Fleet Charging Incentives
- Incentives for employers and fleet operators to install Level 1 or Level 2 charging
- Applicants must have 15 or more employees to be eligible
- Covers up to 60% of hardware and installation costs, up to $50,000 per street address
MassEVIP Multi-Unit Dwelling & Educational Campus Charging Incentives
- Incentives for property owners/managers to install Level 1 or Level 2 charging at multi-unit dwellings with five or more residential units or educational institutions with at least fifteen students on site
- Covers up to 60% of hardware and installation costs, up to $50,000 per street address
Massachusetts Utility Programs
National Grid and Eversource offer infrastructure and hardware incentives in several different segments. In all cases:
- You must choose equipment from a list of qualified equipment;
- You must apply for available and aligned third-party funding, such as MassEVIP, and utility incentives cannot be stacked with third-party funding;
- There are per-port and per-installation caps on costs (see utility websites for details).
- In several cases, the rebate level depends on whether your location is in an environmental justice (EJ) community
Public Sites
- National Grid and Eversource cover up to 100% of infrastructure upgrades for Level 2 or DC Fast Charging
- Both utilities offer rebates for charger hardware depending on which criteria of the state definition of “environmental justice” the location of the charger meets and what level of charging you’re installing
- For Level 2 stations only, there are networking rebates of $120/year for up to 4 years
- Networking is required for all public sites
Workplace Charging
- National Grid and Eversource cover up to 100% of infrastructure upgrades for Level 2 charging
- No workplace incentives for infrastructure upgrades for DC Fast Charging
- Networking is required for workplace sites
- No rebates for charger hardware or networking fees
Multi-Unit Dwellings (5+ residential units)
- National Grid and Eversource cover up to 100% of infrastructure upgrades for Level 2 charging (no incentives for infrastructure upgrades for DC Fast Charging)
- Both utilities offer rebates for charger hardware depending on which criteria of the state definition of “environmental justice” the location of the charger meets
- Networking is not required for multi-unit dwelling sites
- Networking rebates of $120/year are available for up to 4 years
- National Grid only offers additional support for multi-unit dwellings with 20+ residential units to create electric-vehicle-ready site plans for free
Fleets
- Covers up to 100% of infrastructure upgrades for Level 2 or DC Fast charging for fleet customers
- No rebates for charging hardware or networking fees for private fleets
- National Grid customers can enroll in an off-peak charging rebate program for your fleet to charge for less overnight
