Massachusetts Commercial EV & Charging Incentives

If you run a business or nonprofit, you may qualify for state and/or utility incentives to purchase electric vehicles for your organization and/or install charging stations for your fleet or for use by your customers and the public. Learn more below!

The federal incentive for acquiring an EV (30W) expired on September 30, 2025, and the federal incentive for installing a charging station (45W) will expire on June 30, 2026—both due to the One Big Beautiful Bill Act. We urge you to take advantage of the federal incentive for charging before it is eliminated.

 

Incentives to Purchase Electric Vehicles

The Federal Commercial Clean Vehicle Tax Credit (45W) is no longer available.

  • Only vehicles acquired before September 30, 2025 are eligible to receive the tax credit.
  • Vehicles weighing less than 14,000 pounds were eligible to receive a credit of up to $7,500, whereas vehicles weighing more than 14,000 pounds were eligible to receive a credit of up to $40,000.
  • To demonstrate timely acquisition, the business or tax-exempt organization must have signed a binding written contract and made a payment for the vehicle on or before September 30, 2025. 
  • Eligible businesses must file form 8936 to claim the credit. 
  • Tax-exempt entities must file form 990-T to obtain the credit.

MOR-EV Rebate for Light-Duty Electric Vehicles

MOR-EV Truck

  • Available to MA businesses, nonprofit organizations, educational institutions, and local and state governments for purchase or lease (min. 36 months) of eligible fully battery electric medium- and heavy-duty vehicles
  • Manufacturers’ suggested retail price must be under $2 million
  • You may reserve a voucher in advance of taking delivery
  • Amount depends on vehicle class

Incentives for Charging Installation

Federal Alternative Fuel Infrastructure Tax Credit (30C)

Note: The 30C tax credit is set to be eliminated on June 30, 2026.

  • Covers 30% of the cost or 6% in the case of property subject to depreciation, not to exceed $100,000
  • Projects that meet prevailing wage and apprenticeship requirements may be eligible to receive the full 30% tax credit, regardless of depreciation status
  • Covered expenses do not include permitting or inspection fees
  • Includes bidirectional chargers
  • Installation must be in a low-income community or in a rural community to qualify; click here to check eligibility
  • Available to tax-exempt entities via Elective Pay

MassEVIP Public Access Charging Incentives

  • Incentives for property owners/managers to install Level 1 or Level 2 charging on public parking lots
  • Covers up to 80% of hardware and installation costs, up to $50,000 per street address

MassEVIP Workplace & Fleet Charging Incentives

  • Incentives for employers and fleet operators to install Level 1 or Level 2 charging
  • Applicants must have 15 or more employees to be eligible
  • Covers up to 60% of hardware and installation costs, up to $50,000 per street address

MassEVIP Multi-Unit Dwelling & Educational Campus Charging Incentives

  • Incentives for property owners/managers to install Level 1 or Level 2 charging at multi-unit dwellings with five or more residential units or educational institutions with at least fifteen students on site
  • Covers up to 60% of hardware and installation costs, up to $50,000 per street address

Massachusetts Utility Programs

National Grid and Eversource both have programs that support the costs of installing charging in several categories. In several of these categories, the utilities have used up all the available funding (as of July 2025). The future of program funding is currently being determined by the Department of Public Utilities (DPU). Here, we explain what the programs did offer and which are currently open vs closed. National Grid is continuing to accept applications for all programs and is managing a waitlist as funding becomes available. The future of program funding is currently being determined by the Department of Public Utilities and will update this page as soon as we know more.

In general, the programs are set up as follows:

  • You must choose equipment from a list of qualified equipment;
  • You must apply for available and aligned third-party funding, such as MassEVIP, and utility incentives cannot be stacked with third-party funding;
  • There are per-port and per-installation caps on costs (see utility websites for details).
  • In several cases, the rebate level depends on whether your location is in an environmental justice (EJ) community

Public Sites

Eversource is not currently accepting applications for public sites; National Grid is still accepting applications though the budget is currently fully committed.

  • National Grid and Eversource cover up to 100% of infrastructure upgrades for Level 2 or DC Fast Charging
  • National Grid and Eversource offer rebates for charger hardware depending on which criteria of the state definition of “environmental justice” the location of the charger meets and what level of charging you’re installing

  • For Level 2 stations only, there are networking rebates of $120/year for up to 4 years
  • Networking is required for all public sites

Workplace Charging

Eversource is not currently accepting applications for public sites; National Grid is still accepting applications though the budget is currently fully committed.

  • National Grid and Eversource cover up to 100% of infrastructure upgrades for Level 2 charging
    • No workplace incentives for infrastructure upgrades for DC Fast Charging
  • Networking is required for workplace sites
  • No rebates for charger hardware or networking fees

Multi-Unit Dwellings (5+ residential units)

National Grid is accepting applications; Eversource is too, for Level 2 installations only.

  • National Grid and Eversource cover up to 100% of infrastructure upgrades for Level 2 charging (no incentives for infrastructure upgrades for DC Fast Charging)
  • Both utilities offer rebates for charger hardware depending on which criteria of the state definition of “environmental justice” the location of the charger meets

  • Networking is not required for multi-unit dwelling sites
  • Networking rebates of $120/year are available for up to 4 years
  • National Grid only offers additional support for multi-unit dwellings with 20+ residential units to create electric-vehicle-ready site plans for free

Fleets

National Grid is accepting applications; Eversource is as well.

  • National Grid and Eversource cover up to 100% of infrastructure upgrades for Level 2 or DC Fast charging for fleet customers
  • No rebates for charging hardware or networking fees for private fleets
  • National Grid customers can enroll in an off-peak charging rebate program for your fleet to charge for less overnight

Municipal Light Plants

If your business is located in a community that is served by a municipal light plant (MLP), check the utility’s website for available incentives and rates.
